MVD Mandates Stickers on Autos – Free Ride If Meter Fails!

In a significant move to ensure fair practices among auto-rickshaw operators, the Kerala Transport Commissioner has issued a directive mandating that, starting March 1, 2025, all auto-rickshaws must display stickers stating, “If the fare meter is not working, the journey is free.” This initiative aims to curb disputes arising from non-functional meters and overcharging, which have been persistent issues between passengers and drivers across the state.

The directive was influenced by a proposal from K.P. Mathias Francis, a resident of Kochi, who suggested implementing a system similar to that in Dubai. In Dubai, auto-rickshaws are required to display stickers informing passengers that if the fare meter is inoperative, the ride is free. Adopting this practice in Kerala is expected to promote transparency and trust between passengers and drivers.

According to the circular, the stickers must be printed in both Malayalam and English and placed prominently either behind the driver’s seat or facing the passengers. The exact wording should read: “If the fare meter is not engaged or not working, your journey is free.” This bilingual approach ensures that both locals and visitors can understand the policy, thereby reducing potential misunderstandings.

To enforce this regulation, the Transport Commissioner has stipulated that auto-rickshaws without the specified stickers will be deemed unfit during their fitness certificate tests starting March 1. Additionally, drivers operating without the required stickers may face substantial fines. These measures are designed to ensure strict compliance and deter operators from bypassing the rules.

While the initiative has been largely welcomed as a step toward fairer transportation practices, some auto-rickshaw drivers have expressed concerns. In Kannur, for instance, drivers have protested the new rule, arguing that the current fare structure is inadequate for trips beyond town limits, potentially leading to income losses. These protests highlight the need for a balanced approach that considers both passenger rights and driver livelihoods.
