The Kerala Motor Vehicles Department (MVD) has recently intensified its enforcement of regulations concerning Pollution Under Control (PUC) certificates. As of December 1, 2023, vehicles with outstanding traffic fines are ineligible to receive PUC certificates. This measure aims to ensure that vehicle owners comply with all traffic regulations and settle any pending dues before obtaining the necessary certification for their vehicles.
In addition to the crackdown on vehicles with pending fines, the MVD has also revised the validity period of PUC certificates. Following a directive from the Kerala High Court, the validity of these certificates has been extended to 12 months, aligning with central government guidelines. This change provides vehicle owners with a more extended period before requiring renewal, reducing the frequency of mandatory emissions testing.
The MVD’s stringent measures are not limited to private vehicles; government-owned vehicles are also under scrutiny. In Alappuzha, for instance, the department has initiated strict inspections targeting government vehicles operating with expired insurance, licenses, and pollution certificates. These actions underscore the department’s commitment to enforcing compliance across all sectors, ensuring that even government vehicles adhere to the mandated regulations.
Vehicle owners are urged to stay vigilant regarding the status of their PUC certificates and ensure timely renewals. Driving without a valid PUC certificate can result in significant fines, starting from Rs 2,000 for the first offense and escalating to Rs 10,000 for subsequent violations. Regular checks and adherence to emission standards not only help in avoiding penalties but also contribute to environmental conservation by reducing vehicular pollution.
In light of these developments, the MVD advises vehicle owners to refrain from operating vehicles with expired PUC certificates. Ensuring that all dues are settled and certifications are up-to-date is crucial to avoid disruptions and potential penalties.
